Resigning because of the accident won't be anything more than tokenism.Railway should investigate how and why the Kavach system failed and as far as possible they have to strive for automation of controls both for driving as well as signalling to reduce the chances of human errors.
if I am correct Kavach system was not there on this route where the accident happened .

Railways are understaffed. Ministry knew about this long before worst railway accident of our lifetime.

It is rather a big big inefficient elephant.It needs to be optimised and more technology has to be used rather than employing people on permanent basis to dig holes like great BSNL used to do.

Stop being blind, you can't make manually operated system work without forces.
 
Putting the blame on human error is the easiest way to close accident investigations. But human errors don't cause accidents entirely on its own, it always involves several other factors like why it happened, were the staff well rested and working in good environment, were there any safety measures to prevent such errors and why they failed, etc.

But obviously you can't expect any kind of good leadership from union minister who is shamelessly doing PR stunts right after death of people. His face wouldn't have been visible if wore a helmet, the priorities are clear. This is how seriously he takes safety.
