Earlier on 251 cricket pack, it was possible with extra top up and there was no option to make calls to own network.

No bro, many bought 11,21 vouchers and made non-jio calls. I do remember that someone on our forum too verified this himself.

I can verify that outgoing calling never works on that problem.

Nope it's not possible coz 251 not at all a pack it's just a data addon even if u have main balance unable to make calls
