Because of Article 370 J&K has its own state constitution, as per Article 92 of that, it speaks of Governors rule when there is a breakdown of constitutional machinery. If not repealed by 6 months, it gets substituted with Article 356 of Indian Constriction thats is Presidents Rule. Other states come directly under presidents rule.

Both Governors Rule and Presidents Rule is the same thing, but J&K has been given special status so its a longer process.
