IPL should come up with some stricter rules for slow over rate.
They could dock 0.1 point for every over not completed within cut-off time (something in the lines of WTC).
Monetary punishments did not work.

The tournament already has the sporting penalties on field itself... You are going to loose a fielder outside the 30 yard circle if the innings doesn't finish in stipulated time
