Internet Shutdowns Costing Telecom Operators Crores in Lost Revenue

Actually the government is incurring thousands of crores of loss due to these shutdowns. All the PUBG loving "students" are coming out in full force to destroy Hindu temples, monuments, freedom fighters statues, poor people's vehicles, etc along with throwing tear gas and homemade bombs at police.

STK Depends on the operator whether they provide or not. The services provided are also decided by them. As an app, no it's not possible, unless the app developers come up with a way to provide P2P service, which on a large scale like a shutdown looks impossible to achieve.

Would it be possible to collaborate with telecom companies to implement such services via sim tool kit?

For us, no. If businesses themselves go to the operator, then probably. But scale is the only thing that can restrict such a thing from becoming a reality..

You'll have to manually enter your address -> I don't remember the number, but there's a limit for text that can be sent via an STK service.
