Rohit and selectors cannot do anything if they're not getting clear communication from NCA. Shami can say anything in press that doesn't make him match fit. In the end selectors have to get green signal from NCA. Rohit is helpless here and what happened now he's not fit again would've been a disaster if he had taken him to Australia not fully fit.

Correct, Should not Entire India depends on single bowler. Unless he is 200% fit and able to play all 5 days, then only depends on his performance , BCCI will select him

Same way, Jake Fraser-McGurk played brilliant in IPL, but ACB didn't rush in selecting him for T20 wc, even though Aus lost the wc badly.
No cricket board will heavily depend on single player
