Can some one pls clarify how this DL method work? Actually how India is asked to make 174 off 17 overs?

It's a very tough calculations.
In simple way: The team batting first (Aus) were supposed to play-out 20 overs. Since they've played 3 overs less, so their PAR score was revised. If they had lost more wickets before interruption, India's target would be little lesser (and vice-versa).
 
DLS makes a lot of assumptions. I think the rule should be amended to consider the average number of runs given by the bowling team in all the matches they played in as many overs remaining. For instance, if three overs were cut off they should see what's the average number of runs given by the bowling team in last 3 overs in all the matches they played. At the same time they should also consider the average number of runs batting team scored in last 3 overs in all the matches they played. Based on these two figures they should arrive at the target and this might give a fair target IMO.
 
Surprised to see Bhuvi (3 overs given only 15 runs) and Bumrah (3 overs 21 runs for 1 wicket) not bowled full quota but pandya given 4 overs (55 runs).
As usual if India won the match yesterday this question wont arise.

Their remaining overs were kept for death bowling. Rain played the spoil sport.
