Netherlands qualified by finishing top at World Cricket League in 2017. Oman wasn't even qualified for that tournament.

I've tried to see many articles now.. Many say 12 full members.. But the cricinfo article I read and am sharing now is saying top 12 teams..

This one.. That's why I was confused.. Coz if top 12 then Oman ranking was higher than Zimbabwe.. But if its 12 full members.. Then it's correct
