because of timings constraints.. day matches itself will be complete after 11pm.
1999 wc, none of the matches are day night

Who will watch day night matches till 2am or 3 am

Are you referring to IST or BST or GMT?
Becoz if you are referring to IST then in WC 2003 D/N matches started at 6:30 pm IST and ended at about 2:00am IST.
And in wc 2007 it started at around 11 pm IST.
And if you are referring to BST then day matches will end around 7pm BST.

And if you are referring to BST then day matches will end around 7pm BST.

The timings (day night) in england is not favour to any country and hence all countries want day matches in england.
2003 wc.. most india matches are day matches and final also the day match
2007 wc . the tournament scheduled in west indies and hence the start of the match itself late night.. i don't remember any DN match in 2007 (may be 2-3 matches only DN).

but if you see 1996 wc , 2011 wc, and 2015 wc, 1992 wc,, lot of matches are played DN and it favoured most of the cricket playing coutries timing.
