For screen size of 28-32 full hd or hd ready won't matter. Compare in shop side by side hd ready and full hd.
I'll say go with 32" hd ready rather than 28" full hd.
Full hd matters for screen size above 39"
Also better wait till dusherra/ diwali you'll see good offers everywhere.

It depends on the viewing distance. If the viewer is too close than full hd will help.
