Factories, schools, colleges and banks in villages are waiting for fast internet (satellite) instead of BSNL's wireless leasedline of 2 mbps to 10 mbps. So, space fiber will adversely impact BSNL broadband and leasedline business in rural areas.

Wrong title, Why India will handle higher costing?
There is currently no need of satellite internet in India. 5G service and Fiber are enough for us.
Our company's factory is paying Rs.30,000 every month for 10 mbps of BSNL leasedline in semi urban area, no 5G tower available for airfiber, now its time for spacefiber to connect at lower price

Not gonna happen, village area will be mandatorily connected via BSNL BharatNet project which includes Gram Panchayat too.

They've not mentioned for private. Its for govt and cpse. Any individual/private users including pvt companies can buy now itself no need to wait till 2030

Individual If and only If can afford Private satcoms then sure. Also same goes for village private style schools if funding backed. Ig BharatNet is clear winner in terms of price.

We can't get Bharatnet without LCO, so here LCO's are mostly culprit with demanding of high amounts due to last mile distance.
 
You can get cheap spacefiber via Jio or Airtel over Starlink own outlets.
