My Jio number's data exhausted. I didn't redeem voucher as new plan activates tomorrow morning. I can browse all the sites in full speed. Even played Super Mario Run online for like an hour without any issue. But media buffers.

Yes, You can't make Jio to Jio calls with these plans. It is just for only Jio to non Jio calls

Can't confirm if it's barred. But the speed it offers won't let you open any webpage.

I used JioFi. On which it took me to recharge portal as soon as I connect to the hotspot. On mobile I would say never barred. Only the speed is unusable.
