After selecting 98 plan from my Jio, you'll be redirected to payment gateway. There pay from balance is available besides Jio money, Paytm and phonepe.

SMS to premium 5 digit numbers is working from my Jio prepaid number from last few months.

Today I could send SMS to Tata sky number to drop alacarte pack and they are not charging anything extra for these. I am currently using 349 plan.

Yes, on Twitter they replied saying it's available for select series. Their exact reply is as below.

Not tried recently but after saw the comments just tried with balance & without balance both got failed .. yes seems activated for some series
