T20 should not happen in every two years. There should be enough time to prepare for this world cups. First WTC(2 years cycle to save the format, minimum of 15 test matches for every team in this time frame), then ODI World Cup after every four years. And just after ODI WC, there should be T20WC. Every two years doesn't make sense with T20 leagues all around the world across the year.
