My RuPay card starts with 6 digit but it is not possible to add it at PayPal selecting Discover. It is also an international chip enabled card.

Can't say wrong info exactly as same issue exist for many people. But it should work as explained by them. It works on paper for all but rarely in actual.
Which bank your Rupay card is from & is it the Platinum variant?? I have PayTM Rupay debit card too but I didn't try adding it in PayPal as I don't keep balance in PayTM & PayPal needs to charge the card to link & confirm it but my Axis Bank card worked at the first try like u can see...I don't have any other Rupay cards else I would try to add them all & report back if there's an issue...

Some Rupay cards also come with international usage disabled by-default (even if the card is an international card) & needs to enable it manually by calling the customer care or from netbanking & mobilebanking...

Only Axis, HDFC, ICICI Rupay Platinum cards works internationally. My HDFC Rupay card have a small Discover, Dinners Club logo on back.

Thanks for the pic...I think mine will also have the same, will need to check...And yes only 3 major banks' Rupay Platinum cards work worldwide...If anyone has any Rupay card from either of these 3 banks & not being able to use the card on international sites/places, they need to talk to their bank regarding this & I'm sure they will fix this...

As expected, my Axis Bank Rupay Platinum card also has the Discover & Diners Club logo at the back...And also I got the refund from PayPal today which they charged on the card when I confirmed it on PayPal...This is a very speedy refund process in Rupay/Diners/Discover...Visa/MC debit cards generally take atleast 4-5 business days to credit the refund back to the debit card/savings account but I got the refund back within just two days & see in the refund info, it's mentioned "DINERS Issuing Refund".........

I heard PayPal now accepts RuPay cards as well. So you can try adding your Card, and then try paying using PayPal. I can't guarantee if it'll work, but it's worth a shot.
