Rather than overrate there should be a timer like Spinners should complete their overs in 2.5mins and quicks in 6mins.
At the end of the game check what % of overs were completed in the timeline say 30/34 overs by spinners were completed within 2.5mins and 40/41 overs by quicks were completed in that time then that is total of 70/75 in given time which is 93.3%.
Have a cutoff like 90% and at end of innings for every 1% below 90% dock a point so if it is 84% then dock 6 points if its 80% dock 10 points in this way there will be equal chance for both SENA countries as well as Asian countries to be docked points while playing at home.
Otherwise 50% of tests Asian countries play at home they will never be docked points while SENA countries when playing 50% at home always at risk of point loss
