Delhi transport minister Satyendar Jain on Tuesday Jain hinted that the third phase of the odd-even car rationing scheme could be back in winters. “Pollutions is usually low in monsoon, so whatever happen will happen in winters,” said Jain at a press conference when asked about the return of the odd-even scheme.
The first and second editions of the road-rationing scheme were implemented in January and April this year. The aim of the scheme was to bring down rising pollution levels in the capital.
Jain, who recently took charge of the transport department, said a notification to impose a fine of Rs 2,000 on motorists obstructing the plying of buses in their dedicated lanes will be issued by the end of July.
Jain said the scrapping of Bus-Rapid-Transit (BRT) corridor is almost over and re-carpeting will be done after monsoon.
DDA trying to favour private builders: Jain
Jain said the Delhi Development Authority (DDA) was trying to favour the builder lobby by allowing only private developers to benefit from the urban development ministry’s notification on changes in the transit-oriented development (TOD) policy.
The TOD policy has paved way for the vertical growth along the Delhi Metro corridor.
Under the TOD policy, a floor area ratio (FAR) of 400 has been approved. This will enable high rises to come up in these areas and make for denser colonies. TOD colonies can come up in the ‘influence zone’ of the Metro which extends to 500 metres on both sides of the corridor.
But Jain alleged the DDA had proposed to amend the Master Plan guidelines to limit the benefits of the policy to private builders.
“It has been learnt that public, semi-public buildings and transportation amenities will be exempted from the benefit. This has been done to favour the private builders, who can construct as many floors but vertical growth of government buildings will not be allowed,” said Jain.
Jain has written a letter to UD minister M Venkaiah Naidu, requesting his interference in the matter.
Jain said DDA’s proposed amendment was not in public interest. Jain asked the UD minister to consult the Delhi government and the Delhi Metro Rail Corporation (DMRC) before finalising the modifications.
