Cricket South Africa has confirmed its intention to launch a new Twenty20 league this year in which the eight franchise teams will be privately owned. After presenting its plans for the league to the ICC earlier in the week, CSA on Saturday (February 4) issued a tender notice worldwide inviting expressions of interest from potential team owners.
While the exact dates of the competition are still to be confirmed, it is expected to begin in November and run into December. Bangladesh's tour to South Africa will end on October 29, and although India's tour dates are still to be finalised, it is understood that the first Test will not start before Boxing Day. That leaves a six-or-seven-week window for the new Twenty20 competition, and ensures that it will not clash with Australia's Big Bash League (BBL).

While the six franchises who play first-class cricket in South Africa were drawn up on a provincial basis, the new Twenty20 teams are expected to be city-based. That means there are likely to be two teams in some cities - as there are in the Big Bash. Pretoria, Durban, Port Elizabeth and Bloemfontein would be most likely to have one team, while Cape Town and Johannesburg could conceivably have two each.

MUMBAI: Cricket South Africa (CSA) is planning to launch a new franchise-based T20 ‘Global League’. The T20 Global League will debut in the last quarter of 2017 with eight participating teams.
The new league will be South Africa’s version of the other major T20 tournaments like the Indian Premier League (IPL) and Big Bash League.
The cricket board of South Africa has issued a global tender today. The deadline for ‘Expressions of Interest’ is 3 March.

The process of applying to own and operate a team through a franchise licensing agreement will include the following key stages in the selection process:

1. Submission of an Expression of Interest
2. Submission of formal bids
3. Evaluation of qualifying bids received
4. Announcement of the successful team ownersThe announcement of the global tender for the new T20 Global League comes after CSA president Chris Nenzani and chief executive Haroon Lorgat informed the ICC and member nations attending the ICC meetings in Dubai this week.

T20 league vital for South Africa's cricket: AB de Villiers

South Africa's ODI captain hoped that the league would motivate younger players coming through the ranks to stick around and play for the country
AB de Villiers, South Africa's One-Day International captain, has backed Cricket South Africa's (CSA) initiative to start a franchise-based Twenty20 league for the 2017-18 season.
The league, in all likelihood, will consist of eight privately-owned franchises and hopes to attract marquee players from other nations. Haroon Lorgat, CSA's chief executive, had admitted that they intend to launch a franchise-based T20 league in the backdrop of South Africa losing key players to the Kolpak agreement.
De Villiers noted that the proposed league could motivate younger players coming through the ranks to stick around and play for South Africa instead of searching for avenues elsewhere. "I am so excited about it. It's going to be great. Lots of credit to Cricket South Africa for coming up with that. It's vital for our cricket. It will motivate some of the youngsters to stick around, to fight it through and to play for South Africa," de Villiers said.
"The domestic tournament is going to do wonders for our cricket and I think it can definitely come up [sic] an IPL when it comes to entertainment and quality of cricket. With some of the names that I have heard who are interested in coming over, it's going to be fantastic."
