It is already in practice in some foreign countries.

The practice is now planned to be introduced in India which is good. But, the money involved should be first prioritized to build village infrastructure before planning on an ambitious project like this when milk production in our country is already at decent levels. 
Money should be first diverted in essential projects like Power, healthcare & roads, railways, etc.
