Should have added a hygeine code for all open business establishments and should have leave out restuarants as well for food delivery orders only as same would stop people from coming out. Saloons should also have been left out for hygeine purposes. Also make stockpiling illegal.

No, courts won't be closed. But they will only hear important cases.
