The BharatNet project has got entangled in Right of Way issues between the DoT and the ministry of road transport and highways. The roads ministry has denied permission to DoT to lay cable within highways RoW until the department pays the license fee.

Union Minister Manoj Sinha today said considering the strategic importance of the north east, the Telecom Commission has approved a comprehensive strategy to implement BharatNet in the region.

All telcos should connect all towers with bharatnet to get capacity.

However, only 5,010 village panchayats have actual commercial broadband connections as of October 31, 2018, according to internal DoT data accessed by The Wire.

• The move comes against the backdrop of concerns at what it sees as poor utilization of digital infrastructure built by the government under BharatNet
• As of 20 January 2018, over 300,000km of fibre optic cable had been laid and 116,000 gram panchayats have been connected with fibre and equipment
