Too many err_timed_out, too frequently. What to do?

I have followed lots of online tutorials to fix this issue, still this seems not to be fixed. This is an issue only in laptop, in smartphone things are running fine and good. This occurs mostly when I try to open a website ie doesn't occur for google search. But after I click the link in google search, this occurs.
Is there a way to fix this issue?
