Seeking Help Strange dots are coming during/after video playback

Strange dots are coming during/after video playback it goes away after I restart my pc but comes back after video playback.

Check Hard Disc, Surface Test, Ram Memory, Use C cleaner, Check Graphics Card
 
If this is a laptop try to see if those dots (pixels) shake when u open/close the lid.
