Os upgrade requires lots of testing of hardware other wise if something goes wrong then customer will bash phone manufacturer company instead of Software company like google. Now if you sell just one category of hardware like iphone/Nexus series then of course you can do lots of testing on it to make sure there is no issue with it but if you sell different hardware with wide range of combinations then testing will require huge amount of money and manpower. So it's not sustainable for company when you are selling a device in $200 range. Now for end users if you want latest software then buy Premium phones which will always get latest updated OS or buy cheap phones whenever a new OS release. Choice is yours :tup
