They should also take major step and seize any non degradable plastics and if people refuze must pay fine and get cloth bag for that money.
 
The only way plastic usage can reduce in India is if the production is stopped.

If the production continues, no matter who bans usage, no one will adhere to it...especially in a place like railway and railway stations.
