More than 50 privacy groups are asking Google in an open letter to stop vendors from permanently installing "bloatware" on Android phones because those pre-installed apps can pose a security risk to consumers.

1. Users should be allowed to fully delete any pre-installed app on their device.
Those apps should adhere to the same scrutiny as Play Store apps.

2. And it should have “some update mechanism” that doesn’t require an account and that Google should refuse to certify devices with privacy concerns.

Does that mean Google now gets to design app that is compatible on Android System without Google Play Service?
