this service is only available in few 6-7 circles mostly in south India and only available for reliance. i think you have to download internet.org app to avail this service.. madhn bro will give you more details in short.. stay tuned

Only Reliance customers in Tamil Nadu, Mahararashtra, Andhra Pradesh, Gujarat, Kerala, and Telangana can use Internet.org for free.
