This year's Asia Cup was 'hosted' by India 'in' UAE. UAE didn't host it. Likewise, for 2020 Asia Cup probably will be hosted in UAE by Pakistan but I still don't think India will participate because its being hosted by Pakistan. If this happens, then the event won't sell. Sponsors and ACC will incur huge losses.

And I doubt how inclined Sri Lanka will be interested in playing in Pakistan considering their close shave in 2009. Afghanistan and Bangladesh mostly won't have a problem.
