Mahakumbh welcome SMS from UP Chief Minister received on Airtel, Jio, BSNL network numbers

Such SMSes are received by everyone in various states?

I am no where near Mahakumbh and received this welcome message. So wondering.

It is worth noting the SMS was delivered on every family members Airtel number but not on any Jio number.

Looks like it was designed to be sent to other circle mobile users when they enter UP East circle and latch on to the roaming network.
Normally when I move out of Mumbai circle I get the Welcome to Maharashtra Goa circle message. It's easy for the State Government to partner with a telco and ask them to substitute this message with the Kumbh one for the duration of the festival before reverting back to the default message.
