Retailers selling pre-paid vouchers or resellers will have to provide mobile numbers which they recharge using old denomination currency notes to the respective service providers, a top government official Friday said.

The finance ministry Thursday allowed consumers with pre-paid connections to do top-ups for a maximum of Rs 500 each using older currency notes till December 15, 2016.

“The retailers or resellers need to submit the old denomination currency together with subscribers' mobile numbers to the telecom service provider through the distribution channel,” telecom secretary JS Deepak told ET.

The exemption to use defunct notes of Rs 500 and Rs 1000 is allowed for a period from the midnight of November 24, up to and inclusive of December 15, the finance ministry said.

The move that came after 15 days of
demonetisation of higher value currency notes, brought in some respite to more than 90% of India’s close to a billion mobile users, who have pre-paid connections.

“We aim to bring ease to consumers and have already waived off USSD (Unstructured Supplementary Service Data) charges completely, Deepak added.

Meanwhile, India’s second largest telecom operator Vodafone India Friday lauded the government’s decision to allow old currency notes for pre-paid recharges of up to Rs 500.

“We thank the government for allowing prepaid top up recharges up to Rs 500 in old currency. This move will benefit millions of prepaid users as they will be able to continue to use their mobile phones to stay connected, Vodafone India chief executive Sunil Sood in a statement said.

This, according to Sood, would not only help consumers to communicate but also facilitate to undertake transactions digitally.

Industry bodies — the Cellular Operators Association of India (COAI) and the Association of Unified Telecom Service Providers of India (AUSPI) – had earlier suggested that the government allows old currency notes for mobile recharges and bill payments, equating telecom services with other essential services that were critical for consumers.

These groups represent India’s top carriers such as Bharti Airtel, Vodafone India, and Idea Cellular, as well as Reliance Communications and Tata Teleservices, operating in GSM and CDMA technologies.
