Yes they do have plans like jio.But BSNL also offer substantial data only plans.With Jio the focus is on data specially in thier agm speech but they don't have plans like Bsnl which gives 4gb/day or 5gb/day with no voice benefits.
Suppose someone buying a jiofi device for data only is at loss with these plans which include voice.

Yes .But that also applied to other telecos also.Most of them are based on towns.Back in 2014,I was at Kharagpur and Aircel didn't even have 3G there then.Worse even the highway coverage was also not proper for voice.
Having said that ..I don't know if things improved or not but one has to go to nearest exchange to get a sim for bsnl which has all required people absent at their desk at convienience.

I'm using BSNL 444 plan from last 4months .. I use almost 2gb daily with speed of 6-7 Mbps.

I expect that would be the situation all over India but unfortunately it's not. No doubt bsnl voice has excellent coverage but in data they still provide 56 Kbps GPRS, not even 256 Kbps edge network most of the India.
And look here they are proudly saying they are deploying more 2G data network

Aircel does not have 3G even here also. Only 2G.
Why don't you compare bsnl coverage with Airtel,Vodafone , idea or Jio. Within few years Jio achieved 91% coverage, Airtel has pretty decent 3G coverage all over India. Bsnl is here much before all telecom came but still almost no 3G coverage, foget 4G and they are talking about 5G. Biggest joke
