Connecting Television to Belkin Surge suppressor

I connected my Television to VGuard Stabilizer and plugged in the stabilizer point to Belkin surge suppressor. Can I connect the stabilizer point to Belkin surge? Sometimes, the picture is getting frozen and a sound is produced on the TV. Will it be due to surge or cable connectivity?
