it is only for central universities.

Corona free states can do these activities much earlier.

I dont think so , you might be right from school exam point of you , even schools would follow govt regulations & decision made by central & state govt's, UGC - makes guidelines for all universities in India - as students study in other states too . if they are in lockdown area how they will be move to other areas. I'm not sure about Private universities. but it does apply to all state & central universities in India. I hope they discuss and finalise a common decision so that students like us dont get much affected due to it.

If they do allow them to open earlier they should allow students studying from other states to attend school & college through Video conference. students do need some relaxation otherwise they would be stressed further.

UGC Guidelines are just suggestive in nature. Universities are free to follow their own way incase the situation in their state is normal. You can read the press release from PIB which also carries 12 page UGC guideline.

UGC is a statuatory body.Except 1-2 guideline/regulation nothing is binding upon the State Universities and Private Universities. So it is suggestive only. States are free to do activities for their Universities.
