it's illegal when u use addon which are not listed in kodi official page.
but In India, you won't be in jail if you watch pirated movies or shows....

Kodi is open source for media, and it's LEGAL in all countries.
But
Maximum add-on on kodi are from 3rd party, {clearly mentioned when u add it} and provide illegally all the contains.
If u have Real Debird account or like something that , u can get maximum benifit.
4k video without any lagging { need speed 10MBps u can't get 4k in10Mbps}
{Here in middle East I am using from 2 years}
