Good News Bsnl introduced 74 Plan in AP Circle

Bsnl has dropped ₹36 monthly plan voucher and introduced ₹74 Plan In Andhra Pradesh/Telangana Circle with 90 days validity.

It's per second plan, there's also a per minute plan (which I'm using on my BSNL) @ ₹75 (same validity & benefits)

But there is difference in charging of rates. Per second plan charges based on seconds while Per minute plan count only minutes- means in per minute plan, if you make call for 1 or 2 seconds, it will be counted as 1 minute.
