It is non existent. If ALL the subscribers of BSNL FTTH do it on their ONTs, then, if by chance you come across anyone's FTTH connection Wifi network in public, you can try to connect to it. This is similar to ACT fibernet, where yo can connect to their public hotspots anywhere, login with ur account username and password, and enjoy speeds as per your subscription. This is another fancy eyewash from BSNL

I got a call today asking for confirmation and configuring the Public WIFI for this program. Once done, my ONT will have a public wifi, and will be part of the program.

I confirmed it (let's see how it goes), but my LCO has the modem password. They asked me to collect the modem password to configure the modem.

My device is now configured. I was wondering why the BSNL guys didn't call me again to configure my modem for Sarvathra. But to my surprise, I started seeing the BSNLWiFi_Roaming network in the Wi-Fi list. Later, I found that my Modem was configured but 5Ghz, and they seem to have used the TR-069 CPE method to configure it.

I connected to the network. It asked me to type in my mobile number and Wi-Fi password. Once I did so, it allowed me to add my device, where the MAC ID was prefilled. Once I did that, it was all good. I need to find another hotspot to see if it automatically binds my device.

The stats is shown here https://sbnggtr.bsnl.co.in/ once connected.

Interesting part: They configured 5Ghz, and the coverage is just around my 1st floor. I don't know what are they trying to achieve :D
