Any government can not increase speed to 10-15 Mbps until they full move to fiber optic.

Secondly they provide fiber connection only to near by location to their exchange due to poor infrastructure which is another pathetic thing.
I am using connection from 2005.first dhayanidhi maran gave 256 kbps.Then 512kbps in 2010.next in 1mbps in 2016 august again 2mbps in june 2017.
It's clear that previous govt didnt do anything on speed increase.
Up to 8mbps is possible in adsl technology.

Service wise customer care is worst before 2014.i can remember when I call customer care they cut call.when i complaint in bsnl exchange junior engg say employees are leave for 5 days so can't resolve in 5 days.

Now after 2014 when I put complaint in twitter within next 1 hour issue resolved.customer care more responsive and taking calls seriously.
I am very much satisfied with bsnl service after 2014.

In fact I have the opposite experience. I have dialup, then broadband thru BSNL since 1997. Have had max three interruptions in a year, usually just once a year. Since last two years, my internet has gone down at least once a month
