Almost half of BSNL's subscribers out of its base are inactive

According to TRAI's latest telecom data, BSNL has the lowest VLR 55% among all operators. That means 45% subscribers are basically inactive which leads me to believe that BSNL never deactivates unused SIM cards. In my circle of UPE, the situation is even more grim with VLR of 38%!!!
