Ya.all cable internet operator does this peer bandwidth.I get 6mbps on YouTube hotstar but my plan have max of 3 Mbps.

Normal internet bandwidth. Caching/peering is done for content where lot of user access the same content like playstore,ott apps and ofcouse mostly for you know what.
