Even as the state government readies to launch 500 Wi-Fi spots in the city this month, officials say not all sites will be accessible on the network.
Citing security reasons, they said the government will not allow access to ‘malicious’ sites on the network; also, suspicious ‘pathways’ will be monitored and the online history on a person trying to enter any loops on those pathways will be recorded. The officials also said that websites which the police and other security agencies find ‘malicious’ will be blocked.
“With such a huge rollout, we need to look at the security aspect and that is why suspicious websites will not be accessible on this network,” said a senior official.
Experts have questioned the discretion of the government to regulate what is available for people to view. They say that since the definition of what is malicious is not clear, it can be used to perpetuate the government’s agenda.
The service is not free, contrary to what was claimed earlier, when it was announced. It is free for the first 30 minutes for a maximum data of 100 MB and then the user has to pay. The charges are stated to be cheaper than of other data providers, which charge between Rs 26-28 per 100 MB.
“We hope to provide a speed of 20 MBps and maintain it so that people would like to buy additional data,” said an official. He said a feasibility study was conducted for a month, when it was realised that speeds of up to 20 MBps were possible. The number of people who could be connected to a Wi-Fi hotspot would depend on the installed equipment. Speed testing was undertaken at over 100 spots after which equipment was purchased and installed.
Though the hotspots will include popular tourist sites like the Gateway of India and Juhu beach, the project will be launched from a slum pocket. This is the idea of chief minister Devendra Fadnavis, who wants to show that there exists a digital divide in the city, which will be bridged through this project.
The government is also looking at monetising options to keep the free slot feasible. Options like advertising on the network will be included.
