The AP government plans to erect 10,000 smart telecom towers in 13 districts in financial year 2017-18.

The towers can facilitate installation of smart cameras or CCTV cameras, wi-fi access points and conventional lighting platforms.

Confirming this to TOI, Ajay Jain, AP principal secretary to department of energy, infrastructure and investments, said a detailed project report (DPR) had been made earlier. As per the report, the government planned to set up as many as 10,000 smart telecom towers in tribal areas, rural, plain and cities like Vizag from next financial year.

"For this, we opened a request for proposal (RFP) for a private partner. November 15 this year is the last date for the RFP. A technical committee has been formed to select a suitable firm through the RFP. We wanted to complete all the formalities by March 31, 2017 and start construction from next financial year," Ajay Jain said.

Jain further said the selected firm will invest on erecting towers as per the norms and guidelines of the state government, while the government will provide suitable land for it.

"The government will earn revenue from leasing land to the private firm. The private company can give the tower to other private or government telecom companies on lease," Ajay Jain said, adding that the joint partner would probably be an Indian-based firm with experience in handling telecom tower projects.
The state government will allot government buildings, public properties like APSRTC bus stations, police stations, hospitals to the private joint partner to erect smart telecom towers.
A new corporation named AP Towers Limited (APTL) was formed in July this year to handle the Smart Telecom Towers project.

"We have already been on the job of erecting high speed optical fibre network for digital services. However, in order to deepen the reach of high speed, qualitative telecom services including 3G/4G/WiFi especially in rural areas, there is a need to develop telecom tower infrastructure in the state," Ajay Jain said.

APTL requested the state government to form a technical committee to evaluate the RFPs. The state government formed a eight-member technical committee including Vizag-based EPDCL's general manager (planning), APTranco chief engineer (telecom) and general manager (network planning) of BSNL, AP Circle. According to telecom sources, the state has nearly 25,000. In Visakhapatnam district, BSNL alone has 342 towers out of around 2,500.
