Xiaomi is developing a brand new series of phones, called Otix. This series will also contain a new UI, tentatively called taleUI. This will probably also launch in India and Russia

completely fresh-new amazing interface and a lot more customization than MIUI. It has got 18gb of RAM, Snapdragon 865 CPU and QHD+ AMOLED screen with DC Dimming support.

Not sure if he meant 12GB RAM because the 865 doesn't support 18GB RAM ig.
Edit: Yes, Max RAM limit on 865 is 16GB RAM..
