Didn't understand your question. Sorry.
Need is based on your usage and many ISPs provide symmetric speed (on fiber or cable).
As far as I know, you won't notice the difference with your regular usage.
My priority is lowest ping possible and consistent minimum speed. (for my usage 8 mbps consistent minimum speed is more than good enough for two video calls with screen sharing, one to two HD streaming and parallel browsing)
 
Unless you need to upload a lot of stuff to the cloud, you don't really need a symmetrical connection. An average person always downloads much more than he uploads so asymmetric connection is sufficient.
 
Railwire provides symmetrical speeds. In fact upload speed is higher than download speed mostly. It helps me with server related tasks. Files get transferred quicker than other ISPs.
