They will be competing against BSNL not Jio. Satellite internet is requirement of rural areas. At urban areas you got local companies who are giving competition to likes of Jio and Airtel.
Airtel has oneweb in pipeline and Jio too has its own internet satellite service in pipeline if I am not wrong.. What happened to them.
 
Elon Musk's Starlink is set to receive the licence for SATCOM operations as the government body is satisfied with the company's responses on data storage and transfer norms. The licence will enable Starlink to offer satellite broadband, voice and messaging services to organisations as well as individuals.

 
An internal committee of the Department of Telecommunications (DoT) is working on the Starlink application. Since some of the issues, including those related to Starlink’s collaboration with American intelligence agencies, remain open, the company can only be granted conditional approval, the people said.

 
Ahead of Elon Musk's visit to India, the tech billionaire's satellite-based internet service Starlink has reportedly received tentative approval from the Ministry of Communications. According to reports, the approval procedure is currently on the desk of Communications Minister Ashwini Vaishnaw, awaiting final clearance by the Home Ministry on some security issues.

 
Todays Business Standard gave the news that STARLINK may still take time as after TRAI 's recommendation where it gets consulted from all stakeholders . DOT will take a final call on the matter. Also home ministries approvals on security too is pending . It will take at least 3 months to process all these.
