Mobile phone users may soon have the choice to make voice calls over a Wi-Fi network, besides the traditional form of voice calling, which may prove especially useful in areas with poor call connectivity.

The department of telecommunications ( DoT) on Wednesday amended licence conditions, allowing telcos to allot a single mobile number for both cellular mobile service and internet telephony service, which will open doors for carriers to offer voice over Wi-Fi service – even without a cellular signal – in the near term.

Aren't we already doing that with Whatsapp calls?
Using Whatsapp we can only call to people on WhatsApp and other person should have active internet connection.

Current proposal allows person with internet connection to call another person who need not be connected to internet(should be enough to have mobile coverage).
 
to get wifi or internet, network is important. Then how come this plan will help people.
Nowadays we have many cases where internet connection with WiFi is available using wired internet but mobile coverage is poor. Especially when we are at home or inside malls( nowadays all malls have Jio wifi).
