I have been facing intermittent issues with internet connectivity since yesterday. I have received a notification from ACT that there's been a cable damage on the Atlantic route, which may affect latency.

Same issue with other wired ISPs as well.

Yesterday I wondered why I was getting speed in kbps while a downloading large file from the US server.

Yes. The issue has been occuring since the last two-three days now.
 
Rail wire doesn’t seem to be affected. Speeds are still mostly the same as they were before

Have you tried downloading something from any US server? Speeds are terribly slow during the download. Browsing speeds are mostly unaffected.
