They meant two wheeler bike which weigh above 70 kgs .. luggage means not only things covered with plastic tarpoulin two wheeler also a luggage many times I have seen cycle , bikes & scooty being travelled in vendor compartment .. so obviously they using vendor compartment illegal way it's dangerous to passengers also 😴🤨

Vendors usually travel in short distance local trains.

Exactly this too still i remember 2019 February one day night 10pm i return from office to home in Chennai sub urban train Route chennai beech to Tambaram

One man with horse he got using/earning in marina beech by visitor horse riding while he return to home he think ttr will not available at that time but his bad time ttr caught him with horse and imposed fine as well as case booked
