vi can sell off 2g to bsnl and provide excellent exit path for 33% equity.
Vi is surviving on the back of its 2G user base only. If they shutdown 2G then the revenue from 4G subscribers won't be sufficient to keep it afloat. Already 3G has been shutdown by them to use that spectrum for 4G and they don't have the budget to afford the capex to setup any meaningful 5G network in the near future.

i didn't said vi shutdown 2g.

my own analysis says govt can exit vi by selling of 2g network(including subscribers ) to BSNL.
vi and specifically vodafone management and c- level people only focusing on high margin 4g and prospective 5g subscribers from metro and a-circle and brought 5g spectrum only on basis of that 5g capex would be coming from these investors .
 
Some time back govt announced 3 layer structure --Unbundling of Different Layers

thus bsnl can become 2nd layer Network provider-licenses holder, and spectrum management PSU

and third layer =Service provider licenses to Any(mostly Tata) as VNO . to manage competitiveness with tariff and customer service including sim sale, marketing etc.

first layer are IP1-infrastuture provider companies where bsnl can hive off all tower to separate public /private ltd companies along with passive infrastructure and fibers



tata can become front face , because 4g+5g network will be fully managed(core+radio) by tata group companies and

Importantly bsnl cant shutdown 2g,

govt can exit VI for 33% equity vi, bsnl provide excellent exit path ,vi can sell off 2g to bsnl

by demerging vi's 2g network +2g subscribers by selling it to tata



thus Tata bsnl ( new face) can archives 200million soon

Thus remain out of purview of Privatization ,which BSNL employee union fears of.

dont forget that govt plan of privatization have telecommunications as strategic sector with 1 PSU
