If i remember correctly, these kind of bottlenecks actually delayed 3G in our country.
With 3G the issue was with the defence ministry not vacating the 2100 MHz Spectrum but that was not coz of fear of interference, it was coz they wanted compensation spectrum in return for vacating that spectrum which DoT then offered them in the form of 1900 MHz spectrum to sort it out.
 
Is India the only country, who's Department Of Space is using the 26 Ghz band? Also, are they using exactly the 26 Ghz band -- meaning, currently not vacant as it was then with the 2100 Mhz band -- , or any nearby bands?
