The government has mandated GPS in all mobile phones sold in the country from January 1, 2018, so that subscribers can be located in the case of emergencies.

"GPS is the main tool regarding location details of the subscriber in an emergency, so the government has decided to implement it in all the mobile phone handsets from 1 January 2018 in a positive manner," said the DoT while replying to industry body Indian Cellular Association (ICA).

Smartphones can be tracked even when it is switch off Govt can track users easily. This is how Govt tracked Maoist in Odisa and eliminated 30 Maoists in Dec 2016.

G.S.N. Raju, former Vice-Chancellor, Andhra University, who worked as a professor of electronics and communication engineering, and has done extensive work in antennas, electromagnetic wave theory and related fields, says although no incoming and outgoing calls are possible when the mobile is switched off, the SIM is engaged and all devices supported by the android system are engaged and available for the satellite to be tracked. The system stops working only when the mobile’s battery is removed.
